Engineered Retaining Walls in Calgary

Above 1.5 metres of exposed face, Calgary wants a development permit and engineered drawings prepared by a licensed engineer. That is the rule, and it is measured from finished grade at the front of the wall, not from the top down to the buried base.

People measure the wrong thing and conclude they are under the threshold. Then the inspector measures it properly.

What the engineer is actually specifying

Not the block. The block is the visible part and the least interesting part of the design.

An engineer is calculating the load behind the wall and specifying what resists it: base depth and material, geogrid layers with their spacing and how far they extend back into the retained soil, drainage capacity, and the compaction standard for the backfill. On tall builds they will also look at what sits near the top of the wall, because a driveway, a hot tub pad or a parked vehicle within the failure zone changes the whole calculation.

That last one is called surcharge load, and it is the thing homeowners never think about. A wall designed for a lawn behind it is not a wall designed for a truck parked behind it.

The heights that matter

Under 1.2 metres, no development permit. Interlocking block systems handle these without engineering, assuming the base and drainage are right.

Between 1.2 and 1.5 metres, a development permit is required.

Over 1.5 metres, both the permit and stamped drawings. Budget two to four weeks for permit processing, plus the engineer’s own turnaround before that.

Past roughly 1.2 metres, most block systems need a geogrid reinforcement plan regardless of what the bylaw says, because the block alone stops being enough to hold the soil mass. The bylaw threshold and the structural threshold are related but they are not the same line, and we go into that distinction in our piece on when you need a structural engineer.

Tiering, and when it works

Two shorter walls separated by a planting bench can sometimes keep a project under the engineering threshold, because the upper wall is not structurally loading the lower one. It also breaks up a tall flat face into something that looks considerably better on a residential lot.

The catch is the bench. It needs real depth between the walls, not a token 400 millimetres, or the two structures are functionally one wall and an engineer will treat them that way. How much depth depends on the height and the soil, which is exactly the sort of question worth asking before you commit to a layout.

On Bearspaw and Springbank acreages we tier more often than not, because there is room for it. On an inner city infill with a two metre grade change and a fence line three metres away, tiering is frequently not available and the engineered single wall is the right answer.

What engineering adds to the budget

The drawings themselves are a fixed professional fee. The bigger cost is what the drawings require you to build.

Geogrid layers mean excavating further back into the slope, because the grid has to extend into the retained soil to do anything. That is more excavation, more imported granular fill, more compaction time, and often more disruption to whatever is currently growing behind the wall. On a tall build the volume behind the wall can exceed the volume of the wall itself.

Base pricing on our modular block builds runs $80 to $150 per square face foot installed, with base preparation, drainage stone, geotextile and cap included. Engineered walls sit at the upper end of that and above, and the face area is larger to begin with because the wall is taller. Why unengineered tall walls fail here

Calgary hands you three problems at once. Clay that holds water and swells. A freeze-thaw cycle that runs repeatedly through a single winter rather than once. And chinooks that thaw the top of the profile while everything below stays locked, so meltwater travels sideways into the back of your wall with nowhere else to go.

A wall at 1.8 metres holding two metres of saturated clay is carrying a load most people would not guess at. Get the drainage wrong and that load arrives all at once, usually in March.

The failures we get called to are rarely dramatic. A slow bulge through the middle courses over three or four seasons, then a spring where it moves properly.

Living with the permit process

It is slower than the build. Two to four weeks for the development permit, and the engineer needs site information before that: heights, lengths, what is behind the wall, soil conditions, and what is sitting near the top.

We handle the application on every project that triggers one, which mostly means the homeowner is not chasing the City. It also means the wall we build matches the wall that was approved, which sounds obvious and is not always how it goes.

What to have ready before you call an engineer

Heights at several points along the wall, because grade rarely runs level. Total length. What sits above the wall and how close, meaning driveways, parking, structures, hot tubs or anything else that loads the soil. What sits below it. And whether machinery can reach the site.

Soil information helps if you have it, though on most residential lots in this city the working assumption is clay until proven otherwise.

Photographs from several angles, including end-on views, are worth more than a single wide shot. Engineers and builders both read a wall from its ends.

Having that together shortens the process considerably, and it means the first conversation is about the design rather than about gathering measurements. We can take the measurements ourselves during an estimate visit, but if you are approaching several companies it saves everyone repeating the same exercise.
